Both of you seem to agree that consumers generally know that they owe the debt, but BillBartmann suggests that litigation should be discouraged since most consumers are willing to settle their accounts. What can CFPB do to address the problems you raised, and make it easier for debt collectors and consumers to settle accounts before litigation?
