Although this proposal doesn’t address how consumers can negotiate settlement, you may want to look at CFPB’s webpage on "what is the best way to negotiate a settlement with debt collectors." In regards to your concern over the statute of limitations, do you think there should be a rule requiring the collector to warn consumers about how partial payments could affect the SOL? Do you have suggestions for what that warning notice should include?

Welcome back mlme254. You can file a complaint with CFPB. They will forward your complaint to the company and work to get a response from them.
